Boot into Safe Mode as Administrator, not your account. do you have full functionality in the Admin Account? go to Control Panel/Users and make sure your account is an Administrator account. If not make it so Try doing a System
Restore to a previous time before this happened. All else fails, as Administrator create a new user account with Administrative rights, log in as the new user and copy your files from your old user account to the new (My Documents, Favorites, Desktop and the .pst file if you use Outlook as your Email account. )
