I am not completely satisfied that it is the current release of ATI Catalyst Drivers since the issue has been pretty consistent throughout the current driver releases in the past. I am firm that the problem was the multiple driver conflict between my ATI & MS drivers. I will probe the issue a little deeper when I am infront of my system.
