you aint gonna like this fix

take your windows XP disk and then add the sp-3 into the disk and then do a re-install

use nlite to intergrate them (free)

there are all kinds of using nlite to make sp-3 cd guides found in a google and or youtube search

for some reason the adding of sp-3 after the install does not have the same level of capability as an install with sp-3 in it to begin with
