Personally i think joomala is a brilliant CMS. But for a diplomatic site you want to leave as little up to your own skill(if it is limited) as possible, and yet you want your site to be unique as possible(i'm just talking with the base design here not features), so open templates aren't amazing... Simply because your presentation is what will hit people straight away... Anyway, i just had something else hit me; you say diplomatic site? got anyone within your friends/something to do with whatever the subject is that would have that sort of knowledge? Because if you have then they'd be a great help.
