Once upon a time you could take it to an Apple store, and they would reinstall the OS that came on the Mac when it was new for free, but I have no clue if they still do that or not. Because of the CPU speed, it will not run the latest OS, so your best bet is to find old retail box disks on ebay. Find 10.3 or 10.4. You should be able to find one for under $50 easy. If after a fresh install it still has the same issues, I'd be inclined to think it's a hardware issue, at which point you could try to figure out what hardware is bad, but if it's not the RAM or hard drive, then it's not worth fixing.
