Try EVGA Precision for your fan speed, very easy to use. You can also use riva tuner, little more complicated though.

I found the 9800GT to run hot, at least mine did, so I replaced the stock cooling with aftermarket, and that sorted that issue. Used an Arctic Cooling Accelero Twin Turbo, but the card is about 3 slots in width afterward, don't know if you could do that with SLI.
