He also didn't say what OS the users are running. In Vista, a standard user can click the time and bring up the Calendar and clock. They can change their Time Zone and add additional clocks as well.
In XP, day and date are displayed in a tool tip if they haven't been disabled, and if the toolbar is two or more rows tall, day and date will be displayed on the task bar.
So perhaps he meant they need to be able to change the time.
