I can now report that when I loaded IE8 on receipt of your reply, for the first time today, that IE8 loaded perfectly with no black bands!!! So the issue seems to have repaired itself.
The only actions I have taken are:
1. Tried a suggestion made by others on another forum to press Left-Alt-Shft-PrtScr. This changes the screen contrasts for poor sight. The result is ghastly but everything is readable.
2. Repeated action and selected Cancel in an attempt to reverse the screen contrast, but this didnt seem to work, and repeated action until it did. This resulted in a switch to a very low resolution.
3. Re-power'd the PC and found resolution restored but all windows display properties settings lost, so reset these. Checked IE8 and was still showing black bands. Closed IE8 and shut down PC for the night.

I had posted a message on the Microsoft Online Assisted Support site and received a reply offering to help. I understand this would be at no charge. I will not need it now. Others might like to try that.
Sorry I cant offer any explanation for the "fix". I just hope the problem doesn't return. I normally use Firefox anyway!
