Melted piston?

I have a Assy in 2008 Briggs and Stratton 675 series lawnmower. I did my once a year maintenance (I bought it in may of 2008) last week, and when I took the cylinder head off, this is what I saw. It looks melted, in all the areas except where the cylinder head directs the flame onto the piston. Is this melted, or carbon? I couldnt get it off, even with a drill and wire-brush attatchment. The same thing was on the cylinder head, only not so much. It was black-brown, and looked like it was peeling in places, but that came off with the wire brush. What do you think? Melted? The muffler is discolored around the mounting bolts and exhaust holes from the heat. More so in one year than I have ever seen.
