Sounds like Intel SpeedStep. It drops the multiplier when there is no need for speed. Normally, the E8400 is 333 x 9, speedstep drops the multi to 6. 333 x 6 = 1998. It can be disabled in the bios, if you so desire. It'll either be called by the full name, or EIST, depends on the bios. Either way it's no biggie, the speed will be there when you need it. I disable it, makes things a tad easier when overclocking.
