USB wireless adapters can be a headache even in newer systems. Since Win98's support of USB devices is not great, you are at the mercy of the drivers provided by Belkin. If uninstalling/reinstalling hasn't helped, the trouble is likely to continue in the future, even if you are able to get it working temporarily.
If you recently purchased the USB adapter for your Win98se IBM, you should be able to return it. I'd recommend trying a PC-Card wireless adapter, they tend to be less of a headache in older laptops: once installed & working, they just continue working well. Sometimes PC-Card "G" adapters can be had for as little as $12 when on sale at local PC/electronics stores (such as Fry's). Airlink is a value/entry-level vendor that has some cheap, but workable PC-Card adapters under $20. Whether you find a decent card new or used, make sure that there are good win98se drivers for it before buying.
