New headphones are nearly inaudible

I just bought a new Plantronics .AUDIO 645 USB headset. There weren't instructions in the package, but it said it was plug-and-play. So I plugged, but when I tried to play I at first thought it wasn't playing at all. Then I noticed that with the volume all the way up I could just barely hear. My computer is a Dell Studio 15 running XP. It doesn't work in either the analog or USB configuration, although: in the analog configuration, a not-very-helpful "IDT Audio Control Panel" pops up, and in the USB configuration, a little "speech balloon" dialog box popped up over the system tray that told me that it had detected and then that it was installed. Also, when it's in USB, the laptop plays with its own speakers.

To forestall unproductive questions: it's plugged into the right jacks, the in-line volume control is turned up, and when I plug in another set of headphones the sound is normal.
