By default, Administrators and Power Users only have access to the Date & Time Properties. You can push down a Group Policy to give them access to the Date and Time Properties.
On XP this policy is found here.
Computer Config > Windows Settings > Security Settings > Local Policies > User Rights Assignments > Change The System Time

Allowing your users to change these values can screw up Time Stamps on your servers.
