Well that sort of explains it; you have a quad core CPU but only a 9800 GT.
The fact that your CPU and RAM usage are not high is nothing to worry about.
The only way you could get more performance out of your CPU and RAM while playing Crysis would be to have a better video card. - However, you do not need one as the 9800 GT is an awesome card and can run Crysis fine.
