Help Installing NVIDIA driver on Ubuntu

Hello - I am new to ubuntu and am running the latest version.
9.04 I think it is.

I have an NVIDIA GeForce 8400M GS video card that i need to install the driver of - and i've tried two different download versions.

the name of the downloaded file is - NVIDIA-Linux-x86-185.18.14-pkg1.run

when I open it, it does not work. and opens the text editor. I have read a previous thread on this matter and they suggested going to system > admin > restricted driver manager.

This does not appear on my system - at all.
I have tried to update the driver on the synaptic package manager. it tells me -

Nvidia common is installed - version - 0.2.11 and it's description is - "Find obsolete Nvidia drivers.

If you could offer me any support it would be appreciated.
