If your GPU isn't getting enough power, then yes you will see a performance increase and most stability. If your GPU has enough power then you probably won't see much difference. It's like building a building. You have to have a foundation strong enough to support the building above, but if your foundation is already strong enough and you make it stronger, the building isn't going to get any taller.
