Need advice on boot problem

I've got a problem with an Emachines W2646 desktop PC.

Up until 2 days ago, it worked fine. However, the person I had gotten it from had downloaded a lot of things and had deleted some drivers, had virii, etc. So I decided to reinstall Windows XP. Installation went fine, worked just fine afterwards. About 6 hours later, I tried to turn it on. It came up for about 5 minutes and then just shut off. Now it's alternating between shutting off after a few minutes, and not even coming on. So far I've managed to piece together the following ideas:

Reinstalling graphics card and ram, resetting the CMOS
Dead PSU
Dust clogging the CPU/fan
USB ports on the front
Computer automatically sending itself into standby due to power settings <--Don't think that one is it, though, because it's kinda 50/50 on shutting off/never coming on.

Right now I don't have the computer, I have a family friend who works with them looking at it, but I'd like anything you can add to that list, just to make it easier on everyone. He doesn't seem to be making much progress, and he's wanting outside opinions.

Thanks in advance for any help you might be able to offer.
