What we did is the following:

1. We have added all machines to a policy.
2. Opened mmc
3. Added the Security Template snap in
4. Created a new Security Template
5. In the File systems added C:\ and denied the Write access to the user
6. Chose replace existing policy
7. Imported the Security Template into the Policy

All worked wonderful....
