ISPs advertise connections in Megabits per second (Mbps, notice lower case b for 'bit').
However, on the internet, your downloads/uploads will appear in bytes (upper case B).
In this case, like lorjack mentioned, 1 byte is equal to 8 bits. Hence, if you translate 380Mbps (divide by 8), you will get 47.5 KB/s
To have a connection that supports 380 KB/s upload is quote costly, and probably not even offered to home users.
