I use what was Toucan as my ISP, and my exchange can only handle 2mb download. In theory I can get 1.9mb here, some distance from the exchange. A 'ping test' shows that I should also be able to get 380kbps upload. Plainly that is affected by line competition at peak times, but that is the speed at off peak times, during weekdays normally, when I upload.

I upload video files (MP4) to the usual places, but some little darling appears to be restricting upload speed. I am pretty sure it is not my ISP, and it certainly is not YouTube etc, as upload speeds to the two sites I upload to is the same. This leaves me with the assumption that BT is restricting my upload speeds for some reason. What is your opinion?

If an upload speed of 380kbps is available then I expect my files to go up at that speed, or whatever is available. Currently the best speed I can get is 47.8kbps

I have contact Toucan, and got the usual 'round the houses' Indian response from their tech people who say that they do not limit anything. Does anyone know how to complain to BT, or whoever is responsible for this? Anyone any ideas?
