Is there a law against it? No, but many people think is not proper, doing it at the same time. Now if one forum can't, certainly ask some place else.

You got fuel, you got air, you got compression, so that leaves only spark. You said else where that you tried a new plug already.

A spark plug in free air will fire doesn't mean it will fire under compression.

Pull the flywheel, check the keyway, replace the points if it has them. If that does not work, remove the coil and clean the mating area between the coil and frame.

You can go online and check the Troy Bilt site and ask them.
