Evil HL-DT-ST-DVD-RW GWA-4040N Will not read/write

The computer is a Gateway MX7315 laptop running windows XP home.

So far I have went into device manager, Uninstalled HL-DT-ST DVD-RW GWA-4040N, Primary IDE Channel, Secondary IDE Channel and did a reboot. After reboot, they all are in device manager and appear to be working fine.

However, I put in a music CD and it read the contents. However, I put in a Nero Install disk, and it will not read it (even after a lens cleaning, and the disk is clean). I cannot write CD or DVD. I have tried writing using the windows method, and after it finishes writing a file to disk, the next step stalls, says the disk is unuseable, and ruins my disk.

I have read that this is not a driver issue, I need recorder software and dvd decoder software. Where is it that I locate this?
