You can try to take it apart. Assuming the warranty isn't expired. The mechanism used is the latch. When you hear it close you'll hear a snapping noise, that's the latch closing down. When that happens the PS2 knows it can power on. This is a safety precaution as the laser with prolonged exposure can damage a persons eyes. But in any case it sounds as if something is either deformed or lose, try playing it vertically. Just stand your PS2 up in a vertical position and see if that changes anything. If it's already vertical then try horizontal. Of course don't do this while it is turned on, as any sudden movement can further damage the disc or even PS2 hardware.
