Do you have a link to the program, or its name? If it's designed purely for burning audio CDs, it will only recognise audio files like MP3, OGG, etc. Any other type of burning program should be able to burn all file types.
If you want to try some other free software,
DeepBurner works in 98 and will burn jpegs as data.
Or you could upload the files from the 98 computer to an online storage site like
MyOtherDrive,
MegaUpload or
Free Virtual Servers, then download them to your other computer.
