Are you able to ping the printer from the laptop?

Use the add printer wizard, you want to add a local printer and uncheck the automatically detect setting. On the next page you want to create a new TCP/IP port and then type in the IP address of the printer on the next page. Then you finish the rest of the wizard and that should allow you to print to it.
