Hi Aforce

Did you make the necessary carburetor adjustment after you cleaned the carburetor? Have you checked the fuel vent cap for obstruction? The surging problem could be caused by the governor not properly set, bad RPM adjustment, the carburetor shafts, linkages, shutters are sticking or binding, it may have an intermittent spark and the ignition needs to be checked.
