My guess probably not the muffler. I have never seen a 4 cycle muffler plugged so bad that it hurts an engine performance. 2 cycle engine, yes I have.
With the engine off, key removed, can he spin the blade(s) by hand? It maybe a seized bearing. Does he ever grease the bearings?
