That is a very good first step.
The fuel filter and clean the carb was my first thought.
It sounds like you have picked up some dirt somewhere.
Be sure to rinse the tank while going through this to get rid of any sediment.
Im not sure if your setup has a float or a diaphram but would guess its a float.
When cleaning the carb. be very careful not to bang the float and alter its setting.
You will need to remove it but be gentle and you will do fine.
