[SOLVED] Simplicity 16 HP B&S Vanguard needs full choke

I was mowing this weekend and all of a sudden my mower began to spit and sputter. I put the choke on full and it ran normal with full throttle. I don't need the choke when it's idling speed or a lil over half on the throttle, but soon as I go for the full throttle it will spit and start to die out. I took out spark plugs and one was black, I replaced both and still the same problem. I'm somewhat new to small engine repairs. It has a hard time even with full choke and full throttle engaging the PTO. Wondering if anyone knows why this happens? So far I think i'm gonna need new air filter, fuel filter and clean the carb but interested in seeing where I should start. Thanks.
