Nonsense.
What this is referring to is fairness in award of contracts under the stimulus packages. Its exactly opposite of what the writer is trying to imply. Government acquisition regulations require that all potential bidders have access to the same information from the government. If a potential bidder, or anyone else, asks a question that question and the government's answer must be made available to all bidders. If a lobbyist provides clarifying information to the government, that too must be made available to all.
Bark, bark, bark...but the cat's up some other tree.
