got rebuild kit for this plastic carb, and dug into it,
what I found was that there is two cross holes, that had a .025 dia brass ball in them, and one was missing, put in the new pc. from rebuild kit, and it runs fine now!
Thanks to everyone that looked and gave this some thought.
