Gang banging isn't in the DSM IV.
But they shouldn't qualify for institutionalization in my opinion, the DSM IV list sexual disorders along with Bipolar and Schizophrenia, but they are more like personality disorders such as antisocial' which don't qualify you for the state hospital.
