As far as the software I've used there is always a certain amount of blur or distortion. The main difference is the amount. trying to enlarge in word will completely and totally ruin the image, but any graphics program such as photoshop will do a high quality job, plus, atleast with photoshop 6 you can choose the quaility of the *.jpg so that helps a bunch too.
