briggs 5 hp ?fuel issue

I just picked up a 5-6 yo go kart for my kids from a neighbor. It's been sitting for 3+ years. It has a 5hp Briggs. I got it running pretty easily. I put in a new plug and it runs great at idle and under a load in the garage. We have a lot of land and when they try and ride it up and down the hills it always stalls.

How does it get gas? Do you think this is the problem? It is better with a full tank.

Is it gravity fed? I don't think it has a fuel pump but the carb is on top of the tank so how does it get fed? I noticed a green sponge in the gas tank is this supposed to be there? Can I add an electric pump if this is the issue?

Any help would be appreciated.
