I would try another operating system (like Ubuntu or Knoppix live CD). If it works in a linux live CD environment then for sure it is NOT hardware (possible virus or Windows driver). However if it behaves the same way in both linux and Windows then you need to try a USB keyboard or consider keyboard replacement.
