Did you set the boot order in the BIOS? Should be CD-ROM first, then HD.
As for hardware acceleration, be sure to use the ATI drivers, not the generic ones bundled with Windows (even if they are the correct ones and not "default VGA"). Microsoft rarely provides optimized drivers.
