I'd think that you're using a wireless keyboard or a USB keyboard, most likely USB. The BIOS in your motherboard needs to be configured to "SUPPORT LEGACY USB DEVICES", which will allow a USB keyboard to function before the operating system boots. That should also allow a USB mouse to function as well.
