Depending on the method and type of setup that you tried, you may or may not have options to roll back to your previous system state. You might be thinking of the "System Restore" utility that first appeared in Windows Me: but that is not intended for systems that have been through an in-place reinstall of Windows Me itself. I'm not sure that any 'restore points' would still be available after a reinstallation.
It might not hurt to start System Restore, just to see what restore points you have. If the older restore points are still available (which would surprise me) -- you could try one. If that works, it means that WinMe saved enough of the older files during your reinstall.
If the reinstall has made any older restore points unavailable, why not simply update your current WinMe using Windows Update? All the updates through mid-2006 are still available. You need to get the Critical Updates anyway, since you are vulnerable online without them. IE6 will arrive as an update, and will have several Critical Updates to apply.
Keep in mind that system instability online is often a sign of malware infection, so make sure to run some thorough scans.
