Receiving Error When Trying To Install Win 98 ISO Image in Virtual Desktop

I downloaded an ISO image of Windows 98 SE. So far, I haven't had any luck getting it to run on virtual desktop. However, whenever I go to the D: or E: and try to type setup.exe, I get "CDR103: This CD is not a High Sierra or ISO-9660 disk." I tried a different 98 ISO file and got the same thing. I have also checked properties of the file and did verify that it is ISO.

I have booted with a win 98 boot disk and went through the whole partitioning and formating of the C: drive.
