Normally it will do that if the data was saved within a file. For example instead of copying everything from the my documents folder and adding to a zip file, you simply zip the my documents folder. If you/they have zipped the folder containing the files, then when you restore it, it will restore the folder as well, which is what sounds like is happening to you. I think if you open the zip file, then double click the folder inside of the, you should then be able to select the files in the folder and tell it to extract those.
