Is the Mitsumi 24x Cd-Rom drive that you mention about seven or eight years old? If so, it might be nearing the latter part of it's expected useful time-before-failure.

If it's still in good working condition, it shouldn't need any drivers added to work in a Windows 98/98se system. It just needs to be installed correctly: using anti-static precautions, with the correct jumpers set, and the correct cable used to connect to the right port.

If it needs to share an IDE cable with another device, you can try setting the CD-ROM to Slave and the other device to Master (using the jumpers on the drives).
