It is a USB Flash Drive and when I plug it in it says do you want to format the drive - I remember formating it in NTFS to hold large file (it is 8Gb)
I downloaded NTFS Reader and it said that GDIPLUS.DLL was missing......

I'm assuming that you are referring to a USB external hard drive, and not a USB flash-memory drive. Most USB flash-memory drives (also called "pen drives") are formatted using the FAT file system, which WinMe would have no trouble reading.
