OS: Win XP Pro SP3


REGSVR32.EXE running multiple times on starting any app

hello.
each time any application is started on a winXP sp2 box, there is excessive disk activity (sometimes for up to 3 minutes before the app becomes user-responsive). On checking Task Manager, i discovered that REGSVR32.EXE is running momentarily then stopping, repeating numerous times.
scanning the box with Symantec AV, MalwareBytes, Spybot S&D and SuperAntiSpyware reveals no threats other than a handful of adware items that apparently are now dealt with.
I have upgraded to SP3 but the problem still exists. anyone have any ideas why this is happening? (i am aware of the purpose of the exe but as far as i'm aware it shouldnt be doing what it's doing here!)
