I'm not sure what they're based on. Whatever it was it may be have been lost if you reinstalled Windows and the registry was rebuilt (aka your settings got lost).
But if you just want to retrieve your old e-mails, you could try importing them if the files are still there.
Open Outlook Express, and go to file, import, messages. In the list pick Microsoft Outlook Express 6. Then click on Import Mail from an OE store directory. Then browse to the old Outlook Express folder. It should be something like this:
C:\Documents and Settings\youruserid\Local Settings\Application Data\Identities\{some really long GUID inside the brackets}\Microsoft\Outlook Express

Between us though: what a ridiculous way to name the path to stored e-mails!
