If I were you, I would rely on 'Spyware Doctor" rather than keyscramble program. It hasn't received good reviews from techs. One thing is for sure it kills the system speed as it does alot of encryption and decryption. Moreover you have an old lappy too. But if are happy with it and want to allow a subsidiary user a/c to install it, you would need to add that user to a "power user" group or alternatively you can right click and allow "execute" permision in security tab for that a/c.
Regarding giving an administrator rights to access to user accounts, I doubt if there is such settings in Win2k. If you want access to users' documents you can do that easily by drilling down to C:/Documents and settings/"user a/c" but you need to be logged in as an administrator.Is there something specific you are after?
