download/install a browser from cmd.

Hi, I don't know if this is even possible but I want to download and install a browser from the internet after I format my computer (I want to wipe it clean of everything). It currently has windows xp. There are other things on my desktop but the only thing I use this computer for is to browse the internet. I want to just empty it of everything and then install a browser. Can I enter a url in the cmd. mode and be able to download a browser from the internet without windows or anything on my computer? If so, could someone please tell me how to do this. Thanks-tkcranor
