Cry Boot problem

I have been using a Toshiba A135-s2386 Laptop for the last year and a half. I have Vista Home Basic and 2 gigs of RAM installed. From the time I first got it it has been having a problem with the system clock where it loses time, like I set it to five and when i boot up again it shows 3 oclock. A few months ago I had a real bad problem when after I put a power on password in my BIOS all of a sudden the BIOS lost my password (Am sure I did not forget) I had to get someone to dig into the mother board to solve the problem.
Now to my current problem. I cannot boot from the battery! I can also only boot when the laptop is powered on for like 2 hours. A tech guy in these parts of Africa (Nairobi, Kenya) tells me its my chipset and I have to part with a $100 to fix the laptop. Can someone please help me!!!
