It might be helpful to me to direct you better if you were to download and use process explorer, to try to pinpoint what process is causing the spike. Also, trying to pinpoint the "when" of the beginning of this issue would help try to isolate any application which may be causing conflict.

The buggy mouse situation indicates a possible bad set of drivers, but the recurring nature has me asking more questions...is it after a lengthy uptime, or only at particular times of day?

I'd be inclined to suggest the Windows XP section of the forums. The other alternative would be the Hardware section of the forums.
