What's the brand and model of the computer ? If it's a custom build then what are your complete system specs ? Check the posting system specs link in my sig and include the brand, model and wattage of the power supply.
If it's a desktop open the computer case and clean all the dust you see with a can of compressed air, focus on the fans (cpu, video card, power supply) and heatsinks.
Check that the video card is hooked properly in its slot. Check the monitor cables.
Try another monitor.
Try another video card and/or power supply (make sure the psu matches the video card's power requirements).
