Is it possible to adjust or maximize the memory used by a ati radeon x1250?

Hey Guys,
I just bought a new laptop on black friday that includes a ati radeon x1250
(it was the 470$ best buy toshiba amd turion 64 x2 250gb laptop with 4gb's ram)

Right now, whenever I play wow, even scaled all the way back, the graphics tend to stutter/jump/lag.

My internet connection has never been a problem when I run wow on these settings on a desktop with 64mb ram, xp sp 3, 2gb ram desktop.

Anyone have any sudgestions? Ive heard that it the ati scales its memory usage and it is adjustable in the boot screen. However, even tech friends of mine have not been able to find anywhere I can modify the memory it uses. (I read somewhere along my researching that it can be set between 16mb and 512mb for energy saving)
